This hall effect sensor can be used to drive your Dragon Marine Systems supplied tachometer.
This can be a tacho reading your engine revs or your prop revs. The sensor need to be mounted about 8mm away from the item that you are sensing.
For most engines you will glue the magnet to the flywheel and then mount the sensor so that the magnet passes past the sensor on each revolution. The same will go for prop shaft applications.
